D2 Governance Update


The Division II Administrative Committee met recently to continue to take action on Division II regulations and policies impacted by COVID-19. The committee discussed the recruiting dead period, institutional camps and clinics, progress-toward-degree requirements, two-year college transfer requirements, and team entertainment activities in the summer.

Among the updates, the committee adopted emergency legislation to implement a quiet period following the current recruiting dead period that runs through May 31 for all sports. During the quiet period, which will run from June 1-30, 2020, it will be permissible to make in-person recruiting contacts only on the member institution's campus. No in-person, off-campus recruiting contacts or evaluations may be made during the quiet period. Camps and clinics may be held during the quiet period effective June 1-30, 2020, subject to applicable public health guidance and institutional and conference decisions.  The committee agreed that with campuses beginning to open in parts of the country, they're hosting prospective students. If an institution is in a place to host prospective students, then the committee believes they should be able to host prospective student-athletes. The committee noted that it will continue to review the length of the quiet period given the rapidly changing landscape involving local and state regulations related to COVID-19.

The committee issued a blanket waiver of the following progress-toward-degree requirements for the 2019-20 academic year: 
  • Term-by-term (Bylaw 14.4.3.2), academic year (Bylaw 14.4.3.3) and annual credit hour requirements (Bylaw 14.4.3.4);
  • Grade-point average requirement (Bylaw 14.4.3.5);
  • Transferrable nine-semester/eight-quarter hours for student-athletes whose last full-time term of attendance was spring 2020 (Bylaw 14.4.3.2.1); and
  • Average of 12-transferrable credit hour requirement for transfers with one season or two-semester/three-quarters remaining, provided the student-athlete was on track to meet that requirement entering the spring 2020 term [Bylaw 14.5.5.3.9-(d)].
  • Student-athletes must be in good academic standing (Bylaw 14.4.3.1) to be eligible for competition in the fall 2020 term. Institutions are still required to complete an eligibility list for the 2020-21 academic year (see Bylaw 14.11.2). Student-athletes must meet all applicable progress-toward-degree requirements during the 2020-21 academic year. The committee acknowledged we are in an extraordinary time, but the division remains committed to the established progress-toward-degree requirements moving forward, which ensure the academic success of our student-athletes.

The committee clarified that last week's decision regarding two-year college transfer requirements for prospective student-athletes accommodates those impacted by COVID-19 related issues (e.g., certifying institution does not accept pass/fail grades, two-year college ceased operations, two-year college transitioned to remote learning), rather than just those impacted by school closures.

Lastly, the committee issued a blanket waiver to permit a committed prospective student-athlete (e.g., signed a National Letter of Intent or the institution's written offer of admission and/or financial aid, or the institution has received his or her financial deposit in response to its offer of admission) and an institution's current student-athletes to participate in voluntary team entertainment activities (excluding physical activities) at the direction of a coaching staff member until the start of the institution's fall 2020 term.
